Title: waste carriers licence

We've been doing some work for the local council clearing gutters, and have been asked to do some site clearance.
Tyres, pallets that sort of thing. We've been asked to provide a waste carriers licence to do this, but not sure how or where to apply? We've been disposing of the stuff out the gutters as garden waste at the local tip.
Any help would be appreciated.
